The Regulatory Cost Recovery is a Comcast service charge imposed on Xfinity Voice and TV services to recover Comcast's contributions to federal, state and municipal regulatory programs and assessments levied on Comcast, including, without limitation, state universal service programs and federal fees.
The components of the Regulatory Cost Recovery will vary by state and municipality and may be found in your state’s price list at comcast.com/tariffs. The amount of the Regulatory Cost Recovery charged will vary by usage and rate plan. In addition, the components of the fee may be changed at Comcast's discretion. The Regulatory Cost Recovery is neither government mandated, nor a tax or fee imposed on you by the government.
Do changes in Comcast's costs related to federal regulatory programs affect the amount of the Regulatory Cost Recovery?
Yes. If the Federal Communications Commission (FCC) changes the charges assessed on service providers, the amount of the Regulatory Cost Recovery will increase or decrease depending on the change.
Why has the Regulatory Cost Recovery increased?
On an annual basis, the FCC re-calculates the rates assessed on service providers to support certain federal programs. States and municipalities also regularly adjust assessments to support their regulatory programs.
What government programs are included in the Regulatory Cost Recovery?
It includes fees that recover the contributions that Comcast is obligated to make to state, municipal and federal funds that support communications services for individuals in high-cost areas, individuals in low-income areas and disabled individuals. In addition, the fees recover the contribution Comcast makes to support the operation of the FCC.
